Highways Enforcement Officers ('Red
Caps') Being Transferred to RGP!

One of the previous government’s major initiatives of measures that formed part of their Transport Plan was the creation over a year ago of Highways and Enforcement Officers, which were labelled 'Red Caps', that was created came under the Gibraltar Car Parks Limited.

20 officers were originally recruited, since then it has risen to some 36 officers who have been trained and who have now become, with their distinctive red cap band, a familiar feature patrolling Gibraltar roads and at the frontier.

Initially two senior retiring police officers were given command of this new government department who were sited in a large area by the Royal Gibraltar Post Office.

Panorama understands that as from the 1 June they will be seconded or transferred to the Royal Gibraltar Police and will then come under the command of the Commissioner of Police.

We are informed that an RGP inspector will take control of them. The two ex or retired police officers who to date, have been in charge of these officers since its creation, will move to another area within the Gibraltar car parks.

It is not known if the 'Red Caps' under this new arrangement will remain in its present location or move elsewhere.

The most significant part in transferring 35/36 officers to the police is that it gives the RGP greater flexibility to tackle daily traffic issues in a more coordinated manner. It will also complement other areas of traffic policing that the RGP may also be involved with that may also require extra personnel.

This appears to be a positive move, one issue that Panorama has mentioned in the past is that the 'Red Caps' have not really been utilised to their maximum potential, in that their powers were never extended to cover other areas like litter and other related enforcement offences.
