Spain and Morocco in territorial waters dispute over Ceuta and Melilla

A Spanish argument in support of their claim to Gibraltar's sovereign waters is that the territorial limits have not been delineated, while a British argument is that at least there are prescriptive rights given Britain's use of the waters of the bay since time immemorial.

But what does Spain say when challnged by Morocco over the waters of Ceuta and Melilla? That they have been Spanish through usage!

A Spanish report from Ceuta says that when Spain has been challenged by Morocco, the Spanish Government have referred to 'custom and use' of those waters - and they claim this has been upheld by international courts.
