Zapatero and the shooting practice

The Spanish prime minister Zapatero says he has asked for an exhaustive report on the shooting incident, and has admitted that the initial press reports were contradictory.
Spanish press are now referring to a 'red and yellow' flag having been used in the shooting practice, no longer referring to it as the Spanish flag.
Zapatero says that after considering the information he will take whatever action he considers necessary.
It is clear what action he should take, says our Political correspondent. Since it was the Spanish Foreign Ministry which mistook the flag to be Spanish, he should discipline those at the ministry who got it wrong. He should then apologise to Britain for having summoned the British ambassador.
The British ambassador himself should withdraw the mistaken apology he gave to the Spanish as it is the Spanish who should have apologised to him.
