Laguna street parking system 'unfair'

The Opposition says it has received complaints from tenants of Laguna Estate who claim that the system in place of street parking for residents is being administered in an unfair manner.
A scheme exists in the estate whereby cars belonging to tenants have to display a disc in order to show that they are entitled to park in its internal roads. The Opposition understands that Spanish registered cars tend to park inside the estate in parking spaces which are reserved for tenants only.
The Opposition adds: The problem is that when the Spanish cars are served with parking tickets some of the drivers do not pay. Therefore the ticket system is not a deterrent. The drivers of such vehicles have been seen ripping up the parking tickets and driving away. However, drivers of locally registered cars have to pay the relevant fines and are easy to identify and chase up for payment.
The residents who have complained to the Opposition have called for more rigorous deterrent to be put in place like clamping or towing away of the offending vehicles. In this way the drivers of foreign registered cars would also be made to pay the same penalty as everyone else if they park where they are not entitled to.
Given that the Government set up the scheme, they should ensure that it is working properly and to the satisfaction of all the affected parties.
