Spanish buildings on the 'isthmus'

What a fandanguillo from the Spanish Foreign Ministry about the official opening of the Princess Royal Medical Centre. When the Princess opens such military centres, elsewhere for example, they bear their name and she obviously takes part in the official opening. Why not here?
The impression given by the Spanish Foreign Ministry to the uninitiated is that this is the first building that has gone up in the celebrated 'isthmus'.
Since the 'isthmus' stretches all the way to La Linea, it is obvious that the Spanish themselves have been building on it - including military structures.
So, why the fuss?
Of course, what was once known as a low-lying sandy 'isthmus'ceased to be the case long, long ago.
It is no longer a sandy 'isthmus' as everyone knows.
Except, it seems, some people in the Spanish Foreign Ministry.
