Is the Spanish police go slow meant to affect Gibraltar only?

Is the industrial action by the Spanish National police meant to harm the Spanish Government - or the people of Gibraltar and those who visit the Rock?
Many in Gibraltar are asking about it, given those frontier queues of up to 3 hours. Queues that trail all the way back to town and in other directions and cause further havoc to an already traffic crisis.
But nothing is heard about the go slow by the Spanish National Police in Spain itself.
If they were to take the kind of action they take at Gibraltar over at the port of Algeciras there would be ferries trailing all the way back to Tangier!
An incensed reader told us: "I have been listening to the Campo area radio and television and I hear nothing about the Spanish police strike affecting them. Is the action meant to affect Gibraltar only?"
Certainly there are no border controls between Spain and Portugal or France. They are not affected.
At Spanish airports there appear to be no problems, judging by the lack of news on it. The same applies to Spanish ports.
But the Gibraltar frontier must suffer the consequences, as always, even if the industrial dispute has nothing to do with the people and visitors to Gibraltar!
