Spanish think Instituto will open next year

The Spanish opposition PP is asking the Spanish government to explain the outcome of the tripartite meeting held in London.
Foreign affairs spokesman Gustavo de Aristegui went back to recall that it was Franco who closed the Spanish consulate in Gibraltar back in 1954 at the time of the Queen's visit to Gibraltar.While a Spanish presence in Gibraltar is beneficial for Spain he pointed out that an Instituto Cervantes is only for 'clearly foreign territories', and recalled that Spain has a claim to Gibraltar, even though the Rock's sovereignty was ceded in 1713.
Further, the Instituto does not have branches in linguistic zones which have to do with the Castellano language, such as Gibraltar.
Meanwhile, the PP Campo area MP Jose Ignacio Landaluce said that those issues that really interest the citizens have not been raised in the talks.
He refers to greater maritime control and the problems faced by Spanish workers in Gibraltar. Further, Spain has not asked Gibraltar or the English what is happening with the New Flame, he said.
He speaks of a weak Spanish government.
And ecology spokesman Antonio Munoz says that the relevant Spanish minister does not care about nature, following certain remarks she had made about the New Flame.
He was critical of the scrap being taken to Lisbon, so far 30,000 tonnes, but that is not the end of the problem.
It is expected that the Instituto cervantes will be opened by minister Moratinos when he visits Gibraltar for the next ministerial in 2009, said reports.
