Signatures being collected in South District to present petition to government

by ANSELMO TORRES Residents of the South District have met at the Rosia Dale Clubhouse to discuss the way forward in an effort to bring to light the lack of consultation by Government and the Planning Commission on the proposed new housing projects in the area and the lack of sensitivity to the many problems already affecting the residents.
A steering committee consisting of members of the different estates and private residential areas was formed. Areas represented were Rosia Ramp, Rosia Cottages, Camp Bay Cottages, Rosia Parade, Rosia Plaza, Old Naval Hospital, Merlot House, Vineyards, and Rosia Dale.
A petition is being presented to the Government outlining the many grievances and concerns of the residents of the area. Many signatures have already been collected for this petition and more are in the process.
The petition mainly focuses on the new housing development on the Rosia Tanks area. Although, the petitioners are aware of the need for more affordable housing projects, it is the way in which Government is focusing the situation that is causing much aggravation to the residents in the area.
One of the main areas of the problem is the traffic and parking situation, needless to point out that this issue affects the whole of the South District. This reporter had a first hand experience of what they were talking about as when I turned up for the meeting I could find nowhere to park in the area. One can guess what it must feel like to the residents of the area.
GOVERNMENT 'TWIST'
Another important point that the residents feel Government is twisting to suit its own purpose is the one concerned with the Heritage regulations imposed on the residents of the area and on any other developments that take place on designated Heritage protected areas. Residents already feel the pinch of the regulations and restrictions as they are not allowed to change the fascia of buildings or add any modifications, even the changing of old windows or shutters, as this would be contravening the Heritage regulations. Yet, in spite of all this a nine-storey block of flats is being placed beside three areas of high Heritage value as the Old Victualling Yard, Parson's Lodge and Rosia Bay.
The last tender by Government on the development of the area stated that it would have to be " in keeping with the heritage and maritime nature" of the area. Residents ask: Is this a contradiction or not!
CONGESTION
Other points mentioned were the social aspects to the well being of the residents in the affected areas. Increasing congestion in an already highly congested area, the overload in the infrastructure, such as electricity, water, sewers, shops, no open spaces or play areas. Mention was also made of the overload on schools and the extra traffic in such a small area, which could lead to all kinds of issues even health-related ones
When asked what the residents would like to see done in the area to enhance and better the living conditions, many were of the train of thought that by providing space between what is residential and historical properties a balance would be achieved that would maintain the openness of the area making it more appealing to residents and tourists alike. The area has suffered much neglect due to long term planning proposals never happening and in part by the MOD being difficult in certain situations.
UNDERGROUND CARPARK
The building of an underground car-park within the water tanks area with soft landscaping and green public spaces above would be of great value to the area and is the line Government should be looking at.
This in no way disguises the housing situation problem that Gibraltar is undergoing and the need for both rented and affordable housing is still a priority that any Government has to look at closely.
