IWBM speaks of wishy-washy constitution and Trojan horse tripartite talks
The IWBM'S four year long CAMPAIGN against the Modernised Constitutions and calling it a WISHY-WASHY Constitution, and later our comments on the TRIPARTITE talks and calling a TROJAN HORSE has now proved that our stance has been vindicated by no other than Senor Angel Moratinos, in the Spanish newspaper area.
"We did not need Sr. Moratinos to spell this out; anyone who dispassionately and objectively reads the Airport Agreement can only come to the same conclusions," said IWBM chairman Joe Caruana.
MISLED
The initial supporters of the Airport Agreement have been mislead and other Government supporters are living in DENIAL, refusing to see the risks, dangers and Concessionist policy of this Government.
In brief Moratinos has said this:
"1) THAT SPANISH POLICE AND GUARDIA CIVIL WILL CONTROL IMMIGRATION AND CUSTOMS MOVEMENT
IN THE NEW ARRANGEMENTS WITH SPANISH "NATIONAL FLIGHTS".
SECTION 7 (B)
"2) SPAIN IS HAPPY THAT THE REFERENCES TO UTRECHT IN THE MODERN CONSTITTION RE-ENFORCES THE SPANISH POSITION.
We have said that any reference to the words Utrecht and Spain in our Constitution or the Despatch is "repugnant" to Gibraltar and should NOT be mentioned at all, since it gives force and hope to the Spanish illegal Claim and leaves the door open for further encroachment. This among other reasons is why we recommend a NO VOTE at the Referendum.
Our second vital reason for a NO VOTE is that the Preamble should have been strengthened to make our RELATIONSHIP with the UNITED KINGDOM a PERMANT and INDISSOLUBLE ONE IN PERPETUITY. (THIS IS NOT DEVOLVED INTEGRATION)
Describing the Reformed Constitution as a "MATURE AND MODERN " RELATIONSHIP
does not mean it is a "good" or "safe" relationship. In fact mature and modern means nothing
in constitutional language. Gibraltar has held no less than two referenda where the People have voted to remain BRITISH FOR EVER, THIS IS THE " WISH THAT SHOULD BE UPHELD.
THEN AND ONLY THEN WOULD A REFERENDUM BE A TRUE ACT OF SELF-DETERMINATION
"3) THAT THE PRESENCE OF PETER CARUANA AT THE TRIPARTITE FORUM RE-ENFORCES UTRECHT AND SOVEREINGTY CLAIMS BY SPAIN".
TRUE TO FORM AND AS EXPECTED SPAIN WILL USE THE WORDING IN THE AGREEMENT TO ITS ADVANTAGE.
Since 1988 the Brussels Agreement was neutralised by the People of Gibraltar who manifested and marched in protest against it.
GSD FAVOURED BRUSSELS AGREEMENT
In 1996 the GSD Government backed by the of extreme right and Concessionists, favoured the Brussels Agreement and offered open agenda dialogue; this was enough for the FCO.
We have already written that both the FCO and Spain were eagerly waiting for someone with the profile of Peter Caruana. The Chief Minister has entered into a high stake political poker game and has fallen into a trap, a trap difficult to extricate from since his consent and signature are down on paper.
Behind this tripartite forum are the whole FCO and Spanish FO teams of Mandarins who together have been devising how to get to a JOINT SOVEREINGTY AGREEMENT moving WHEREBY THE MOD KEEPS ITS INSTALLATIONS in Gibraltar AND SPAIN GETS THE CIVILIAN PARTS, INCLUDING, MAY BE, CONTROL OF THE AIR TERMINAL, BUT NOT THE AIR STRIP AND OTHER MOD INSTALLATIONS.
CRUCIAL
At this crucial stage in Gibraltar's history and since we are at the cross-roads of our Destiny WE NEED TO CALL A SPADE A SPADE AND NOT MINCE OUR WORDS.
"We have claimed that the Government of Gibraltar has wilfully mislead the public with their "explanations" of the Airport Agreement in an eager attempt to sell a hasty
Agreement that enhances the early 1970's philosophies of the P.A.G.," they claim.
And add: This policy and ideas puts the future of Gibraltar in a HIGH RISK SITUATION for the sake of so called "prosperity" and "moving forward with the times"!
This is a philosophy that says that Gibraltarians can retain British sovereignty, since Sovereignty is vested in the person and NOT THE TERRITORY, and therefore the land can belong to someone else and it does not matter.
The People of Gibraltar need to reassess their political inclinations and VOTE NO TO THE CONSTITUTION AND resist THE IMPLEMENTATION of the airport Agreement.
They end by saying: We need to use our sense of SURVIVAL if we want Gibraltar to remain British, its People and its Territory together.
