No date yet fixed for publication of constitution

The publication of the new constitution, which was expected to have taken place by end-April, remains held up.
It is believed that a number of minor changes have neen made requiring agreement by both sides.
There were also references to legislation concerning a Police Authority, so presumably the wording of such legislation must have been worked out prior to acceptance of the constitution as a whole.
Likwise the whole text must have been the subject of meticulous proof-reading to ensure that all is as it should be.
The net result is that some four weeks have elapsed since the end of April.
With Britain having indicated a shift in position regarding the Preamble, this again will have required the provision of Preambular language.
Apart from other delays, the Gibraltar government has also been waiting to see if the new Preamble gets off the ground so that both Preamble and Constitution can be published at the same time, which would make sense.
But diplomats, and others, like to make sure that the right words are selected and that the commas and the full-stops are in the right places.
The date for publication has not yet been fixed, said a Government spokesman to PANORAMA yesterday.
But, whatever happens, with or without Preamble, publication is expected "soon."
